How to apply for a scholarship in the University of Navarre?

I live in the Philippines and want to study a year here before going to Navarre, that is, if I get a scholarship. I already checked the kinds of scholarships offered, but I don't understand. What are the requirements to get one? As for the scholarships offered by organizations in Spain, are they only open to Spanish citizens? Lastly, how do the entrance exams work there? For international students in particular.
