How can I get exempted from taking the TOEFL?

i thought that only people from Australia, New Zealand, etc and some certified schools in the Philippines are exempted from taking the toefl but then i learned that my cousin who finished from St. Paul was able to get into a school in the US without taking the toefl. she was able to get a waiver. can i possibly get one too? I graduated from UP and i'm trying to apply to grad school in the US.

you should probably speak to the international school advisor or admissions officer there via phone . However toefl might help during your interview for the F1 visa with the U.S. Consulate.So that should me taken into consideration too.
