Is there any chance toefl may be exempted for doctoral studies in US universities if I have studied my B.Sc and M.Sc (Hons.) in English as medium of instructio although my native language is not English

TOEFL is exempted in some US Universities, but you have to take ESL(English as a Second Language) program in that particular university, as you are an International student. International Student who are from English as a Second Language country should take ESL program
