Canadian experience class, post graduates, ielts a necessary requirement?

I have been working in canada for over a year now. I have completed a 2 year post secondary diploma(business accounting), and i am planning to apply under the CEC for immigration. Please let me know if anyone has applied without the IELTS certificate and how did you prove your language proficiency and were you successful in satisfying the immigration officer?

If english is NOT your native language you MUST submit an IELTS test (general stream) I have a friend who was born and raised in USA - she speaks fluent english but she has a foreign name - both first and last names are non-english.She spent her summers in her dads country and speaks that language fluently as well The first time she applied to immigrate to Canada, she was denied bcause CIC assumed that with her foreign name she did not speak any english despite the proof she provided showing she was born in USA, has a US education etc etc. CIC still denied her. When she applied the second time, she submitted an IELTS test and had no trouble being approved. As I said, if english is NOT your native tongue (or your name indicates that it might not be your native tongue) then you MUST get an IELTS test.

The only way you can avoid the IELTS exam is proving that your mother language is English, this is usually done by passport, otherwise you MUST pass the IELTS exam
