You only get to hear the Listening passages ONCE, in both the IELTS and TOEFL tests. But there are 2-3 listening passages. . Since the score is a consolidated result of Reading, Writing, Listening, and Speaking, it cannot be said which is "easier". The TOEFL is more complicated, having Integrated reading+writing and then speaking, ased on the previous two. So we can perhaps say IELTS is easier.
