Do USA universities ask for both general GRE and literature GRE scores if one wants to do PhD on English?

Most but not all American schools will require the literature GRE. There are way too many universities to begin listing which ones require what. You should figure out what schools you are interested in based on other things, and then go look at those particular programs' websites. Look under "admissions" and you will see the GRE requirements, e.g., http://english.berkeley.edu/graduate/#Admissions.
