Do Puerto Ricans have to take the TOEFL for admission to US universities?

Puerto Rico is a bilingual state, we are taught English and Spanish from early childhood. The education at the universities are also bilingual. Considering that specific background, is the TOEFL still necessary for admission?

It depends on where you plan to apply. I bet if you spoke to regional admissions officers at the schools you're looking at it and explain your circumstances, even if it is required, you might be able to waive it.
