How can I increase my English listening skill ?

I am from a non-english speaking country and I always feel misunderstanding when people are talking, especially in TV. They speak so fast. What is the best way that I can listen and understand them. Please help

watch a lot of TV with subtitles. I had the same problem. The subtitles has to be in English otherwise It won't help.

Find something to listen to where the people aren't talking too fast, rewind if you have to, you can also try switching on subtitles in your native language, they're not always 100% accurate but they will help you understand.

Just listen to as much as possible and eventually it will sink in! I speak french, english, italian and portuguese and this worked for me. GOOD LUCK

Listen to music. Watch TV. Ask someone speak slowly.

Subtitled tv/movies, Radio stations, music. All of these are good ways to "hear" people speaking it. Even watch random videos on youtube. People shouldn't speak too fast on there. Cnn.com has a lot of videos that are news related so you could always find the same article in your native tongue to compare it incase you felt like you missed something.
You don't seem to have any issues with writing or spelling which is good so I applaud you for learning a second(or more) language then your own. I personally envy you because I haven't managed this yet :p but congratulations all the same and keep it up.
Hopefully any of those ideas help you or any others. The best thing to do other then that, if you are in an English speaking country now or have access to traveling to one, go around and just talk to people. Strike up a conversation. Compare life in (the country you are in) to life in (the country you are from) for example.
"Back in Russia the winters are a lot colder then here in Texas(USA)" Then someone will probably say "Oh you are from Russia? ...." and you can go from there.
