Can i provide adult english literacy level 2 to prove english proficiency instead of IELTS?

I am required to prove english proficiency for canada work permit. I have got Edexel level 2 in english in the uk. Can i use that instead of IELTS?

Some places may accept it, but it's still better (=safer) to sit the IELTS anyway. At the end of the day, there's a lot of competition and you'll stand out if you've got the Esexcel certificate and the IELTS result.
