Who was monarch during the second attempt to colonize Roanoke?

I was taking a quiz and a question asked who was monarch during the second attempt to colonize Roanoke. I always was told that Elizabeth I was monarch during both attempts but the person who made the quiz said that it was James I. Am I right or is the creator of the quiz right?

If the quiz was about Roanoke Island, the second attempt at colonization was John White's relocation of English families to the island. One of the families was that of Ananias Dare, who was married to White's daughter, Eleanor. Their little girl, born shortly after their arrival on Roanoke, was Virginia Dare, the first English child born in North America, and the colony itself became The Lost Colony. Since this was in 1587, Elizabeth I was still firmly on the English throne. The only colonization attempt in any area even close to Roanoke under James I was the settlement of Jamestown in 1607--and that was in what is now Virginia (of course, in the time frame of 1587 to at least 1620, all of the eastern seaboard of what is now the USA was referred to as "Virginia").

No, it was Elizabeth. The second attempt was 1587, this is the Lost Colony. Elizabeth ruled until 1603. Jamestown was founded was founded 1607, after King James came to power back in 1603 with Elizabeth's death. He did give instructions to try to learn what became of the Roanoke colonists.
