I'm trying to learn English, and I want to learn it quickly. What is the quickest way I can learn English, both written and spoken? LOL I wonder why no one has asked how I posted this question.

Interact with other english speaking people, watch tapes in english, and read all those how-to books on how to properly speak it..

Simply immerse yourself in it, use it 100% of the time, even when you're alone and think in English. When you start having dreams in English or in any language that you're trying to learn, that's when you're really learning.

Get a job in a call centre in New Delhi.
