is TOEIC as acceptable as IELTS or TOEFL. any USA universities or institutions recognizing their score/degree?

It varies from institution to institution. At the school that I work at, TOEIC is not accepted in lieu of the IELTS or the preferred TOEFL. In my opinion, most U.S. institutions require the TOEFL for non-native English speaking applicants. Check with the institution you wish to apply at as to whether or not they accept the TOEIC.
